As the effectiveness of a decision to assess

A decision by the potential effectiveness can be judged by two criteria: (1) the quality of decision making and (2) the acceptance by those who have to carry.

1. The quality of the decision.
If experience is required in the decision, a problem of high quality. Quality problems tend to involve technical details.

For example, the selection of the evidence would be admissible in court requires legal expertise. This could be aquality problem.

If the manager has all the knowledge and skills, the operator can only work effectively to solve problems of high quality. However, if the operator does not have enough experience, the operator must rely on the contribution of others who have the necessary skills.

A problem of low quality means that the experience is not necessary for the decision.

2. The acceptance of the decision.

If the answer is no, then this is a problem with high acceptance and the operator
must refer to the parties involved in a particular part of the problem /
decision.

Consider whether there is a problem of high quality and / or high integration could help a manager to decide which is more likely to be effective and run.
